PARTICIPATION OF THE PROVINCIAL INSTITUTE FOR THE PROTECTION OF CULTURAL MONUMENTS PETROVARADIN
IN PROJECTS SUPPORTED BY THE EUROPEAN UNION

The large number of projects and significant undertakings that the Provincial Institute for the Protection of Cultural Monuments has implemented in the country and abroad in over seventy years of successful operation has made this institution, as a collaborator, in great demand among similar foreign institutions, especially those whose field of activity is culture. In previous decades, international cooperation involved organizing exhibitions and participating in seminars and conferences. The development of modern working methods, approaching membership in the European Union and awakening awareness of belonging to a common European cultural space have opened the door to opportunities for cooperation on various international projects, rich publishing activities in English and Italian, international cooperation among experts and continuous education of employees. Thus, the Institute, as a partner, took part in two significant international projects, HEROMAT and IPA CBC Program, whose signatories are Hungary and Serbia, and also signed agreements with numerous cultural institutions and organizations from the European Union and countries in the region. The Provincial Institute for the Protection of Cultural Monuments has taken on the role of leader in several international projects, as a representative cultural institution in the region, all thanks to the extensive experience and qualifications of its employees in specific tasks of conservation and restoration of cultural heritage.

The Italian Negotiated Programming in Serbia was a bilateral cooperation project between Italy and Serbia aimed at promoting local development through the valorization of cultural heritage. This initiative was funded and managed by the Italian Ministry for Economic Development.

MONATUR

Medieval monasteries - a common cultural heritage in the tourist offer and today a potentially significant factor in sustainable development

Thematic routes as part of cultural tourism contain three main components: a well-defined attractive theme, a geographical dimension and cultural heritage. Through this project, as well as through its continuation EXPOMONATUR (HUSRB/1002/212/196) in the second call, a way was found to include archaeological sites, as well as historical cultural monuments, in thematic tourist routes. Two museums and the Tourist Organization have started activities aimed at ensuring responsible management of tourist heritage and providing appropriate support to related tourist programs by networking naturally connected parts of the two countries. In order to create conditions for sustainable development of cultural heritage and tourism, a thematic route connecting medieval monasteries was created as part of the project. The work and enthusiasm of the cross-border team of experts served as an example of good practice for the development and expansion of cross-border cooperation. The joint work took place in four main phases: cross-border archaeological research, preparation of a study related to the layout, construction phases and spatial concept of the three sites. Preliminary excavations were carried out at Bugac-Felše Monoštre through a previous site investigation, and geophysical samples were taken at the monastery sites in Alšomonoštre and Felšemonoštre, in order to determine the extent and plan of the complex. Silver coins, remains of a bronze bracelet and a bronze signet ring were discovered. Archaeological research was carried out at the Dombo – Gradina site in Rakovec. Among other things, the remains of a Roman villa, remains of frescoes, coins, Romanesque sculptures in stone, and medieval coats of arms were discovered. Then, experts worked on conservation and restoration, after which the development of a thematic route based on these monasteries, which also included other sites of historical and cultural importance, began. When the previous three phases were completed, the project partners organized a joint exhibition presenting the research and promoting the sites. An intensive, well-designed promotional campaign was conducted, focusing on tourist activities and joint offers. The route was presented and promoted by the Tourist Organization of Vojvodina at the Utazás Tourism Fair in Budapest, in March 2011. years. During the project, partners exchanged knowledge, made new contacts, and created a cross-border team dedicated to permanent cooperation in order to protect and promote historical cultural heritage sites in the region.

The HEROMAT project, funded by the FP7 programme, started in November 2011 and lasted 48 months. The aim of the project was to develop innovative and environmentally friendly materials with chemical and mechanical properties adapted to the protection of immovable cultural heritage assets. Through the exchange of knowledge among members of an international team of experts, multidisciplinary research offered new solutions for the protection and consolidation of cultural heritage sites by developing innovative protective materials: self-cleaning coatings, antimicrobial coatings and consolidants with or without hydrophobic properties, which will be effective for different categories of cultural heritage sites. The aim of this project is to contribute to an effective and long-term solution to prevent degradation, preserve the authenticity, functionality and aesthetic appearance of cultural assets and preserve their socio-economic benefits. A pan-European project team from Serbia, Slovenia, Italy, the UK and Russia, brought together experts and focused their work on the restoration and consolidation of two selected historical sites, one located in an urban (Bač Fortress, Serbia) and the other in a rural (Dornavi Castle, Slovenia) environment, both with a continental climate. The target surfaces are the inorganic mineral substrates of cultural heritage sites: stone, brick, plaster, mortar and layers of paint finish.

EDICT

Common cultural heritage under the influence of the Edict of Milan applied in tourist presentation

The vision of this project was to connect the sites of Rakovac – Dombo and Araču in Novi Bečej (Serbia) with Bugac – Felešmonoštř and Alsomonoštř in Hungary, as well as their connection with the settlements themselves. The celebration of the 1700th anniversary of the Edict of Milan was an occasion to reconnect these historical sites, which represent a common cultural and historical heritage. It was a continuation of the MONATUR project, under a second call, and aimed to promote the necessity of shared responsibility for cultural heritage. The project partners discussed with the heads of municipal and regional authorities about the protection and preservation of cultural monuments, as well as their tourist promotion. Five organizations from the two countries jointly explored the possibilities and seized the opportunities for sustainable economic development, ensuring responsible management of cultural heritage and appropriate support for tourism programs. Equal attention was paid to educating the population living near archaeological sites, while presenting the benefits of possible tourism development. Over the course of 16 months, the shared history was presented to the public through various events and activities: plans for cross-border cooperation in research and tourism were made; a joint tourist offer was planned and implemented, ensuring its positive impact on the sustainable development of the region; plans for cross-border archaeological research and conservation of sites were made, with an emphasis on the medieval period and the period after the Edict of Milan; an exhibition was organized and accompanying publications were printed, presenting the research and the shared cultural heritage of the border region. The aim of the educational programs, and especially the exhibition, was to familiarize the public with the importance of cultural and historical heritage, raise awareness, and promote projects and thematic routes as opportunities for tourism development.

The Culturwb project addressed the need to increase the development of the cultural tourism industry in Serbia, Bosnia and Herzegovina, and Montenegro.
The project objectives were: shaping cultural identity; working on the commercialization of cultural values, i.e. strengthening the cosmopolitan character of cultural values; learning sophisticated skills and acquiring competencies in the field of cultural tourism management; training tourism employees to interpret and apply the ways in which tourism is developing on a global level; using research methodology in the field of marketing and branding, business planning strategy, digital tourism, sustainable development, strategy and action plan implementation; forming a network of master students and relevant stakeholders, achieving cooperation between stakeholders (industries and organizations dealing with heritage, culture and tourism); providing recommendations and advice to stakeholders from the industry and improving physical and operational capacities (globalize locally - localize globally); creating an online platform through which all stakeholders could communicate;
